Rate modifier

A rate modifier is the adjustment a member rate applies to an asset’s base usage rate to produce the rate a member on that scheme actually pays. Four modifier types are supported:

  • none — effective rate equals the base rate.
  • fixed — effective rate is base + a fixed amount (floored at 0).
  • percent — effective rate is base × (1 + percent ÷ 100), floored at 0.
  • override — effective rate is the modifier value, regardless of the base.

The modifier lives on the scheme, not on the asset. One modifier applies across every asset the scheme touches — unless a rate override pins a specific rate for a specific scheme on a specific asset.
